Question – How long does a client have to live in the home after receiving services? 

Any property improved in whole or part with CDBG funds must meet or maintain a national objective (Benefit to low- and moderate- income (LMI) persons, aid in the prevention or elimination of slums or blight, or meet an urgent need)  for a period of five years after the end of your agreement.  If you fail to do that, your agency will be required to reimburse all funds expended on the property.  If you fail to reimburse those funds, a lien could be filed against any property improved. 

*Safety Notes* 

• If the client’s home was built prior to 1978, the house is required  to be tested by a certified tester for lead-based paint and abatement must be undertaken as applicable. 

• Income Documentation – Review the CDBG-DR guide, listed in the link above, click the link to see income documentation requirements. Each  document is required to be obtained for every individual over the age of 18 living in the home to verify income levels.   

• Asbestos testing is typically required if you are planning on performing an activity that can be expected to disturb surfaces that could be harboring asbestos.
